Closure, Delay and Cancellation Are Not the Same Thing

"School is cancelled" gets used for five genuinely different outcomes, and knowing which one you are facing changes what you need to arrange. A high probability above does not tell you which of these your district will pick — only that conditions are bad enough for one of them.

How Districts Actually Make the Call

Predicting a closure is easier once you know it is not a weather decision. It is an operations decision that happens on a fixed timetable.

  1. Evening before. Transportation and facilities staff watch the forecast. If a major storm is already locked in, some districts announce here — but only when it is close to certain, because reversing an early call is far worse than making a late one.
  2. 3:00 to 4:30am. Road crews and transportation supervisors physically drive the worst routes. This is the part no forecast can replace, and it is why the decision cannot come earlier.
  3. 4:30 to 5:30am. Supervisors report back. The superintendent weighs road conditions against staffing, whether neighbouring districts have called it, how many snow days remain, and whether the storm is ending or building.
  4. 5:00 to 6:00am. The decision goes out — automated calls and texts first, then the website, social media and local media.
  5. After 6:30am. Silence means school is running. Districts almost never announce a closure this late unless something has gone genuinely wrong.

This timetable is why storm timing beats snowfall total in every prediction that is worth reading. A storm that finishes at midnight gives crews a clean overnight run and the 4am patrol finds passable roads. The identical total still falling at 5am finds crews losing ground exactly as the decision is being made.

Why the District Next Door Decided Differently

Two boards ten miles apart routinely make opposite calls on the same storm, and it is not arbitrary. The variables that differ between them are usually invisible from outside:

  • Road network. Sixty miles of unpaved concession road is a different problem from a grid of plowed city streets, even under identical snowfall.
  • Plow capacity. Fleet size per road mile varies enormously between neighbouring boards, and it is the single biggest driver of how much snow a district can absorb.
  • How students travel. A district where most children walk faces a sidewalk-and-ice problem. A district that buses everyone faces a rural-road problem. Ice closes the first; drifting closes the second.
  • Snow days remaining. A board that has already spent its allowance pushes much harder to stay open, because every further closure extends the school year.
  • Remote-learning capability. Districts set up for e-learning convert closures into remote days, so their raw "closure" count looks lower than a neighbour's.
  • Hills. Genuinely decisive and almost never discussed. A loaded bus that cannot climb an iced grade closes a route on a day the flat district beside it runs normally.

How Far Ahead Can Closings Be Predicted?

The part that never becomes predictable is the human one. Two superintendents can read identical road reports and decide differently, and no model can account for a burst pipe, a power failure, or a board that simply has a lower tolerance than its neighbours. Treat any prediction as a well-informed estimate of risk, never as an announcement.

Why do neighbouring districts make different decisions?

Because they face different problems. A rural district running sixty miles of unpaved back roads has a completely different risk profile from an urban district where most children walk. Plow budgets, hill grades, the number of snow days already used, and whether the district has a remote-learning option all push neighbouring boards to opposite calls in the same storm.

How accurate are school closing predictions?

Inside 24 to 48 hours they are reasonably reliable, because the underlying snowfall forecast is reliable that close in. Beyond three days the forecast itself can swing by several inches and the prediction becomes a rough signal at best. The irreducible uncertainty is human: a superintendent weighing staffing, timing and the calendar can decide either way on identical conditions.

What time are school closings announced?

Most districts announce between 4:30am and 6:00am, after road crews have driven the routes at first light. A minority call it the evening before when a major storm is already certain. If nothing has been posted by 6:30am, school is almost always running.

Do snow days still happen now that remote learning exists?

Less often than they used to. Many districts now convert what would have been a closure into a remote-learning day, which protects the calendar without putting buses on ice. True closures still happen when power is out or the storm is severe enough that families cannot get online either.

How many centimetres of snow does it take to cancel school?

There is no fixed figure. Across most of Canada roughly 15 to 25 cm overnight puts a closure in play, while in the UK and Ireland 3 to 8 cm can be enough. Timing matters as much as depth: 8 cm falling between 3am and 7am closes more districts than 20 cm that finishes before midnight.

Where should I check for the actual announcement?

Your district's own website is authoritative and updates first, followed by their automated phone, text and social media alerts. Local radio and TV read from the same feed a few minutes later. A friend in the next town is not a reliable source — neighbouring districts routinely disagree.
